Enrolment Scheme – Effective 1st January 2024

Home Zone

All students who live within the school zone described below (and shown on the attached map) shall be entitled to enrol at the school.  The zone is as follows:

  • Starting from the mouth of the Wairoa River, as it enters Tauranga Harbour, the enrolment zone boundary travels east, following the shoreline to the mouth of the Kopurererua Stream in Waikareao Estuary. From here the boundary travels south along the Kopurererua Stream, crossing SH2 and continuing south to where the stream crosses Takitimu Drive.  The boundary then travels south, along the center of Takitimu Drive to the rear of 10 Richard Way (this address is included in the zone). From 10 Richard Way, the boundary travels west behind (and including) 296 Cambridge Road and directly west behind (and including) 300 and 310 Cambridge Road, and on to the intersection of Cambridge and Harrison Roads.  From the intersection of Cambridge and Harrison Roads the boundary travels directly west to the Wairoa River.  (Addresses on Harrison Road are excluded from the zone). The boundary then follows the Wairoa River north to the Tauranga Harbour.

Proof of residence within the zone may be required.

Out Of Zone Enrolments

Each year the Board will determine the number of places that are likely to be available in the following year for the enrolment of students who live outside the home zone. The Board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received.

Applications for enrolment will be processed in the following order of priority:

  • First Priority: will be given to students who have been accepted for enrolment in an approved special programme run by the school and approved by the Secretary of Education.
    The school currently does not offer such a programme.
  • Second Priority: will be given to applicants who are siblings of current students.
  • Third Priority: will be given to applicants who are siblings of former students.
  • Fourth Priority: will be given to applicants who are children of School Board members and/or employees.
  • Fifth Priority: will be given to all other applicants.

If there are more applicants in the second, third, fourth and fifth priority groups than there are places available, a selection within the priority group will be by ballot conducted in accordance with instructions issued by the Secretary for Education under Section 20 (2) of the Education and Training Act 2020.

Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school.

Applicants seeking second and third priority status may be required to give proof of a sibling relationship.

Transitional Arrangements

For families of currently enrolled students whose addresses become out of zone as a result of the
amendment of this Enrolment Scheme.

Section 75 of the Education and Training Act 2020 states that,

“The Secretary may authorise an enrolment scheme to permit a student to enrol at the school as if the student lived in the home zone of the school if, –

(a) in the case of an existing enrolment scheme whose home zone is amended, —

  • (i) the student lives outside the amended home zone; and
  • (ii) the student has a sibling who is enrolled at the school at the time that the amendment is implemented; and
  • (iii) the sibling, at the time that the amendment is implemented, lives inside the home zone as it was before the amendment; and
  • (iv) the student, at the time of enrolment, lives inside the home zone as it was before the amendment:

(b) in the case of a new enrolment scheme, the student—

  • (i) lives outside of the home zone of the new enrolment scheme; and
  • (ii) has a sibling who is enrolled at the school at the time that the new enrolment scheme is implemented.

This provision has been approved for inclusion in this Enrolment Scheme for a period of 2 years from the 1st January 2024.

If applying for enrolment under this part of the Enrolment Scheme, the siblings name, and evidence of a sibling relationship may be required by the school.

Section 75 of the Education and Training Act 2020 sets out the definition of a “sibling” for these purposes.

The school will maintain a list of students enrolled at the time of the implementation of the enrolment scheme and its adoption by the board to enable determination of eligibility to enrol under this provision.
